Columbia City Parks Superintendent Embezzles $240K for Baseball Cards

Mark Green, the former superintendent of Columbia City Parks and Recreation, has been at the center of a scandal involving the misappropriation of over $240,000 of city funds. This nefarious scheme came to light thanks to the diligence of Columbia City Mayor Ryan Daniel, who flagged suspicious financial transactions in March 2023, sparking an extensive investigation spearheaded by the Whitley County Prosecutor’s Office, Indiana State Police, and the Indiana State Board of Accounts.

As the investigation unfolded, it was discovered that Green had utilized the city’s credit card to make extravagant purchases from ‘Sport Spot,’ most notably splurging on a staggering $246,000 worth of baseball cards. In a bid to cover his tracks, Green resorted to selling off portions of his ill-gotten collection on eBay. Eventually, confronted with irrefutable evidence, Green confessed to illicitly diverting public money for personal gain.

Initially facing a litany of charges, including four counts of corrupt business influence, four counts of theft, and one count of official misconduct, Green opted to plead guilty to a single theft charge in April 2024 under the terms of a plea agreement. This strategic maneuver led to the dismissal of all other allegations, albeit with a hefty price tag attached. Green was mandated to reimburse a total of $275,628, with $100,000 earmarked for a bond company and the remaining $175,628 set aside for the beleaguered city coffers.

The culmination of this sordid affair arrived on Monday, as Green stood before the court to learn his fate. The presiding judge decreed a three-year sentence, with the stipulation that the former superintendent spend the initial year either behind bars or on a work release program, followed by a two-year probationary period. While justice may have been served in this instance, the episode has glaringly exposed profound deficiencies in the financial oversight mechanisms within Columbia City’s Parks and Recreation Department.
